On June 9 2026, the National Technology Fund (Ignite), which operates under Pakistan’s Ministry of Information Technology and Telecommunication (MoITT), announced an agreement with a consortium led by Mobilink Bank and including CyberVision International to establish and operate the National Incubation Center (NIC) in Sialkot. The partnership is intended to create a dedicated platform for technology‑driven startups and innovative ventures in the city, one of Pakistan’s most prominent industrial and export hubs.

Ignite, founded in 2007, is a non‑profit organization funded by mobile and landline telecom operators and internet service providers. It is owned by the government and reports to a board that includes representatives from the telecom sector. The fund’s mandate is to foster a knowledge economy by providing grants, running incubation centers, and offering digital skills training. Over the past decade, Ignite has opened NICs in Islamabad, Lahore, Peshawar, Karachi, Quetta, Hyderabad, and Faisalabad. The Sialkot center will be the ninth in the national network.

Mobilink Bank, a microfinance institution that operates under the Jazz brand, has a history of supporting financial inclusion and digital banking services. CyberVision International is a global provider of software engineering, consulting, and support services with more than two decades of experience. Together, the consortium brings financial expertise, technical know‑how, and a broad network of industry partners to the new NIC.

Sialkot is known for its manufacturing of sporting goods, surgical instruments, and leather products, and it accounts for a significant share of Pakistan’s exports. The city’s industrial base and skilled workforce make it an attractive location for technology startups that can integrate with existing supply chains. By establishing an NIC in Sialkot, the partnership aims to nurture local entrepreneurs, create jobs, and link the city’s manufacturing strengths with digital innovation.

The new center will provide startups with office space, mentorship, access to investors, and training programs focused on product development, business planning, and market entry. Ignite’s experience in running incubators will guide the operational framework, while Mobilink Bank will facilitate financial services and CyberVision will offer technical support. The NIC will also serve as a hub for collaboration between academia, industry, and government agencies in the region.

The launch aligns with broader national initiatives to strengthen Pakistan’s innovation ecosystem. The Ministry of IT and Telecommunication has promoted programs such as LEAP 2026, which offers funding and support to eligible startups. The expansion of NICs is part of a strategy to create a nationwide network of incubation hubs that can accelerate the growth of technology companies across the country.

At present, the agreement has been signed and the consortium is preparing to secure a suitable location in Sialkot. The first cohort of startups is expected to begin application processes in the coming months, with the center slated to open its doors later in 2026. While the exact timeline for the NIC’s operational launch remains to be confirmed, the partnership signals a continued commitment from both public and private stakeholders to invest in Pakistan’s technology sector.

The initiative is still in its early stages, and details such as the exact size of the facility, the number of startups it will host, and the specific services offered have not yet been disclosed. However, the collaboration between Ignite, Mobilink Bank, and CyberVision is expected to play a significant role in shaping the future of entrepreneurship in Sialkot and, by extension, Pakistan’s broader innovation landscape.
